  • “Part A–Improving Basic Programs Operated by Local Educational Agencies”: This section of the law stipulates that any receiving Title I funding under the Elementary and Secondary Education Act of 1965 adopt “challenging academic standards,” implement systems to hold schools accountable to those standards, and make “adequate yearly progress” in meeting those standards, to be measured through federally-approved assessments of the state’s design. These states are also required to make detailed annual reports to the Secretary of Education regarding the performance of all schools on the state-wide assessment. Schools identified as needing improvement are given one year to take corrective action–failure to do so resulting in “restructuring” of the school as either a public charter school, a publically-contracted private school, or as a state-run institution removed from local oversight. Families of children attending these schools will be given the option to transfer to another school in the district.

Audience and Agenda: The Congress of the United States is the legislative branch of the federal government, responsible for writing and passing federal law. Congress is composed of two houses, the House of Representatives and the Senate.

Usefulness: The No Child Left Behind Act is the very basis of my research project. The text of the law provides the foundation for any and all arguments to be made in my summary and presentation.
